Please help me with my auger!

I was coming back on highway 20 once again from an open house in Parkersburg and slowed down around the Dike pond just checking things out. I saw a few tents and what must have been a city worker, because he was just leaning on his auger. As I kept driving I saw a white truck in the parking lot. After putting 2 and 2 together, I figured that had to have been Matt Vlasak waiting to give orders to someone to drill the holes. Problem was, no one else was on call. So I'm wondering if anyone showed up or if he used his authority to kick someone off of a good spot. Maybe he's still out there??
