They do vary slightly by state. For the most part states adopt the USCG rules and modify as they see fit. The link below summarizes laws by state. Click on section 4.9 Life Jackets and it will list each state.

I think I figured out a trick. If I touch and hold the special events tab until the menu pops up (but not long enough for the open in new tab menu to pop up) and then swipe down, the menu will stay up. Then touch and hold the wildbunch menu item until the new menu pops up - swipe toward the new menu...
